PROCUREMENT OF ENGINEERING RFQ #26-02 FOR WATER INFRASTRUCTURE PROJECTS
HB500 – TWDB WATER SUPPLY AND INFRASTRUCTURE GRANTS (WSIG)
Presidio County is requesting Statements of Qualifications (SOQs) from qualified engineering firms to provide professional engineering services for water infrastructure projects to be funded through the Texas Water Development Board (TWDB) Water Supply and Infrastructure Grants (WSIG) program authorized under House Bill 500 (HB500).
The County is seeking engineering services to assist with the planning, design, and construction of water system improvements, including water supply, treatment, storage, and distribution infrastructure.
Experience with Texas Water Development Board (TWDB) funded projects or similar state or federally funded water infrastructure programs will be evaluated based on the firm’s demonstrated knowledge of applicable funding requirements, regulatory compliance, reporting procedures, and successful project delivery.
This is a qualifications-based procurement in accordance with Texas Government Code Chapter 2254. No pricing or cost information shall be submitted.

Proposals shall be received by the County no later than 4:00 pm on 05/21/2026. The County reserves the right to negotiate with any and all individuals or firms that submit proposals, as per the Texas Professional Services Procurement Act and the Uniform Grant and Contract Management Standards. Section 3 Residents and Business Concerns, Minority Business Enterprises, Small Business Enterprises, Veteran Business Enterprises and Women Business Enterprises are encouraged to submit proposals.
