Far West Texas Water Planning Group – Region E
Pre-Planning Meeting for the Development of the 2031 Regional Water Plan
Notice is hereby given that Far West Texas Water Planning Group – Region E will hold a pre-planning meeting seeking public input and comments on issues that should be addressed or provisions that should be included in the 2031 Region E Regional Water Plan and the 2032 State Water Plan. Discussion will also be held to consider the potential process for conducting interregional coordination regarding water management strategies for the seventh cycle of regional water planning.
The Far West Texas Water Planning Group – Region E includes the following Texas Counties: Brewster, Culberson, El Paso, Hudspeth, Jeff Davis, Presidio.
The Pre-Planning Public Meeting will be held at 12:00 p.m. MST on Thursday, November 5, 2026, followed by the Region E Planning Group Meeting on Thursday, November 5, 2026, at 1:30 p.m. MST, at the Rio Grande Council of Governments, 8037 Lockhead DR, Suite 100, El Paso, Texas 79925. Notice to Private Industry Providing Recycling or Solid Waste Services

This notice is issued by Rio Grande Council of Governments to advise private industries providing recycling or solid waste services within the Rio Grande Council of Governments region that applications are being accepted from local governments for grant funding for recycling and other solid waste management projects within the region. These funds are provided through a grant from the TCEQ, under the authority of Section 361.014, Texas Health & Safety Code.
In accordance with the statutory provisions, a project or service funded under this program must promote cooperation between public and private entities and may not be otherwise readily available or create a competitive advantage over a private industry that provides recycling or solid waste services.
In order to comply with these requirements, applicants with projects that will provide recycling or other solid waste services are asked to notify private industries providing similar services within the geographic service area of the project, to ensure that any questions about the proposed project can be addressed early in the application process. Note that this notification process is not required for projects where a recycling or solid waste service will not be provided. If a local government contacts you about a proposed project, we recommend that you respond as soon as possible with any concerns you may have about the project.
In addition to this coordination process by the local governments, the applications will be available for public review during the time period and at the location listed below.

If you have any concerns about a proposed project, as it relates to compliance with the statutory provisions, you may submit written comments to the address below by October 11, 2026. If you submit comments, you will be notified of the date and time when the projects will be reviewed by our Solid Waste Advisory Committee and will be afforded the opportunity to discuss your concerns with the Committee.

The Committee recommendations will be provided to our Rio Grande Council of Governments Board of Directors on November 6, 2026, which will make the final project selection decisions. Per the procedures established by the TCEQ, if a private industry submits comments opposing a project based on the statutory provisions, and the project is selected for funding, that private industry may then appeal the project selection to the TCEQ.
