WHEREAS, the Board of Directors of Big Bend Regional Hospital District has caused to be prepared an annual budget for the fiscal year beginning October 1, 2026, and ending September 30, 2027. Notice is hereby given that a public hearing on said proposed budget and proposed tax rate will be held on August 26, 2026, at 1:15 PM at the Presidio Municipal Development District at 608 W OโReilly Street, Presidio, TX 79845.

NOTICE FOR PUBLICATION 8/6/2026: Public Hearing
The City of Marfa Planning & Zoning Commission will conduct a public hearing on 25th day of August at 6:00 PM, 2026, in the Casner Room at City Hall: This is a public hearing for information and comments regarding a series of proposed amendments to the City of Marfa Planning and Zoning Ordinance 02-04 for the purpose of combatting the housing affordability crisis and increasing housing opportunities as follows:
- Remove the mixed-use prohibition (Article 1, Section 5)
- Introduce elements of form-based area regulations for dwellings in districts other
than the (R-1) Single Family Residential District (Articles 3 and 4) - Relax street frontage requirements for dwellings in Commercial and Industrial
districts (Article 4) - Require all dwelling units to have one or more off-street parking spaces (Article 4).
Residents and property owners are encouraged to participate. Comments may be presented at the
hearing or submitted in writing to Stephen.rabourn@gmail.com.

Sealed bids are to be addressed to the Presidio County Attorney, with โRFP2026-01โ clearly marked on the outside of the envelope or package, and must be received by the Presidio County Attorney, either in person, by email to countyattorney@co.presidio.tx.us, or by USPS certified mail to P.O BOX M, Marfa, TX 79843, before 9:30 A.M. on Wednesday, September 9, 2026. Position Summary
The City is seeking a visionary, strategic, and highly qualified professional to serve as its next City Administrator. Operating under the statutory guidelines of a Texas General Law Type-A Municipality (Texas Local Government Code Chapter 22), the City Administrator serves as the chief administrative officer of the city. This position is responsible for directing, coordinating, and managing the daily operations of all municipal departments, executing policies established by the Mayor and City Council, and ensuring the sound financial and administrative health of the community.
Essential Duties and Responsibilities
- Administrative Oversight: Direct the daily operations of all city departments, including administration, finance, public works, utilities, public safety, and community services.
- Council-Staff Relations: Act as the primary liaison between the Mayor, City Council, and municipal staff; prepare comprehensive agenda materials, policy briefs, and administrative reports.
- Fiscal Management: Oversee the development, implementation, and monitoring of the municipal budget; ensure strict compliance with Texas municipal audit and financial disclosure laws.
- Grants & Intergovernmental Relations: Supervise the administration of state and federal grants; maintain active partnerships with county, state, and federal agencies.
- Personnel Leadership: Appoint, manage, evaluate, and discipline municipal personnel in strict accordance with the Cityโs Personnel Policies and Procedures.
- Public Relations: Represent the municipality professionally in public forums, media inquiries, and community engagement initiatives.
- Minimum Qualifications
- Education: Bachelorโs degree from an accredited college or university in Public Administration, Business Administration, Political Science, or a closely related field. A Masterโs degree (MPA/MBA) is highly preferred.
- Experience: Experience preferred but not required; progressive municipal management experience, ideally as a City Administrator, Assistant City Administrator, or department head.
- Statutory Knowledge: Thorough operational knowledge of the Texas Local Government Code, Texas Open Meetings Act, Public Information Act (PIA) requests, and municipal budgeting processes.
- Language Skills: Bilingual proficiency (English and Spanish) is highly encouraged and preferred to effectively serve our diverse community.
- Licenses: Must possess a valid Texas Driverโs License (or have the ability to obtain one within 30 days of hire) and maintain an acceptable driving record.
- Key Core Competencies
- Demonstrated expertise in human resource management, staff development, and maintaining high workforce morale.
- Strong background in infrastructure management, including public water/sewer utilities and public works projects.
- Exceptional written and oral communication skills; capability to draft formal municipal correspondence, grant proposals, and public notices.
- Uncompromising ethical standards, emotional intelligence, and professional transparency.
