NOTICE OF REQUESTS FOR SEALED BIDS TO PURCHASE COUNTY PROPERTY – RFP2026-01

Presidio County is accepting sealed bids until 9:30 A.M. on September 9, 2026, for the purchase of a 5.00-acre tract of unimproved property out of Section 271, Block 8, GH & SA RR Co. Survey, Abstract 7354, Presidio County, Texas. A detailed property legal description and a detailed description of the procedure by which sealed bids may be submitted is available in the RFP2026-01 Packet, which can be obtained at the Presidio County Attorney’s office located at 300 N. Highland Avenue – 2^nd Floor, Marfa, TX 79843, or by email at countyattorney@co.presidio.tx.us.

Sealed bids are to be addressed to the Presidio County Attorney, with “RFP2026-01” clearly marked on the outside of the envelope or package, and must be received by the Presidio County Attorney, either in person, by email to countyattorney@co.presidio.tx.us, or by USPS certified mail to P.O BOX M, Marfa, TX 79843, before 9:30 A.M. on Wednesday, September 9, 2026. Bids received after that time will not be considered. Presidio County reserves the right to reject any and all bids.

NOTICE OF AVAILABILITY

Draft Supplemental Environmental Assessment (SEA) and Draft Finding of No Significant Impact (FONSI) Addressing the Proposed Land Purchase, and Construction, Operation, and Maintenance of a Border Patrol Station (BPS) in Big Bend Sector, Presidio, Texas

United States (U.S.) Customs and Border Protection (CBP) has prepared a Draft FONSI and Draft SEA to address the potential environmental consequences associated with the Proposed Action to purchase land in Presidio, Texas, and to construct, operate, and maintain a new, permanent BPS at that location. This larger station is essential to accommodate the increasing U.S. Border Patrol agent force and to provide a safe, efficient working environment for personnel. The construction of this facility will support the increased staffing and mission of Presidio BPS. The proposed new station would be constructed to accommodate both existing staff and the anticipated increase in agent force in support of the National Border Patrol Strategy to gain and maintain effective control of the U.S. borders. The Draft FONSI and Draft SEA have been prepared in accordance with the National Environmental Policy Act of 1969.

Publication of this notice begins a 30-day public review period. We look forward to and welcome your participation in this analysis. The public is invited to review and provide written comments regarding the Draft FONSI and Draft SEA. Both documents are available at https://www.cbp.gov/about/environmental-management.

Position Summary

The City is seeking a visionary, strategic, and highly qualified professional to serve as its next City Administrator. Operating under the statutory guidelines of a Texas General Law Type-A Municipality (Texas Local Government Code Chapter 22), the City Administrator serves as the chief administrative officer of the city. This position is responsible for directing, coordinating, and managing the daily operations of all municipal departments, executing policies established by the Mayor and City Council, and ensuring the sound financial and administrative health of the community.

Essential Duties and Responsibilities

Administrative Oversight: Direct the daily operations of all city departments, including administration, finance, public works, utilities, public safety, and community services.
Council-Staff Relations: Act as the primary liaison between the Mayor, City Council, and municipal staff; prepare comprehensive agenda materials, policy briefs, and administrative reports.
Fiscal Management: Oversee the development, implementation, and monitoring of the municipal budget; ensure strict compliance with Texas municipal audit and financial disclosure laws.
Grants & Intergovernmental Relations: Supervise the administration of state and federal grants; maintain active partnerships with county, state, and federal agencies.
Personnel Leadership: Appoint, manage, evaluate, and discipline municipal personnel in strict accordance with the City’s Personnel Policies and Procedures.
Public Relations: Represent the municipality professionally in public forums, media inquiries, and community engagement initiatives.
Minimum Qualifications

Education: Bachelor’s degree from an accredited college or university in Public Administration, Business Administration, Political Science, or a closely related field. A Master’s degree (MPA/MBA) is highly preferred.
Experience: Experience preferred but not required; progressive municipal management experience, ideally as a City Administrator, Assistant City Administrator, or department head.
Statutory Knowledge: Thorough operational knowledge of the Texas Local Government Code, Texas Open Meetings Act, Public Information Act (PIA) requests, and municipal budgeting processes.
Language Skills: Bilingual proficiency (English and Spanish) is highly encouraged and preferred to effectively serve our diverse community.
Licenses: Must possess a valid Texas Driver’s License (or have the ability to obtain one within 30 days of hire) and maintain an acceptable driving record.

Demonstrated expertise in human resource management, staff development, and maintaining high workforce morale.
Strong background in infrastructure management, including public water/sewer utilities and public works projects.
